Comments
The Ukrainian regulations of 1993 list P. horiana as a quarantine pest of limited distribution in Ukraine.

In 1998, declared not to be established. In 2011, absence was confirmed by the NPPO.

From Fedorenko & Pylypenko L (2012) , an outbreak was detected in the Odessa region on 1.5 ha (undated).

EPPO Reporting Service (2014/075) : the total infested area is estimated to be 1.5 ha (in 1 oblast).

From NPPO (2018): infected area remains unchanged, 1.5 ha in the Odessa region.
