The Ukrainian regulations of 1993 list V. vitifoliae as a quarantine pest of limited distribution in Ukraine.
The annual report for 1996 gives the following distribution by province ("zone of wide distribution"):
- West: Chernovtsy, Zakarpat'e
- Centre: Kirovograd, Vinnitsa
- South: Kherson, Krym, Nikolaev, Odessa, Zaporozh'e
- East: Dnepropetrovsk, Donetsk, Lugansk.
In 1998, the Plant Quarantine Inspection Service declares it to be widespread.
