New EU regulations
A new Commission Implementing Regulation (2025/2247) was published recently defining measures to prevent the establishment and spread of ‘Candidatus Liberibacter africanus’, ‘Ca. L. americanus’ and ‘Ca. L. asiaticus’ (associated with huanglongbing – all EPPO A1 List) within the territory of the European Union. They include measures against the vectors Diaphorina citri and Trioza erytreae.
An amendment has been adopted on the Implementing Regulation 2022/1629 on containment of Ceratocystis platani (EPPO A2 List - canker stain of plane). This is a consequence of surveys carried out in Greece, France and Italy showing that eradication of this pest was no longer possible in some areas. Commission Implementing Regulation (EU) 2025/2291 lists demarcated areas in these countries where containment measures are applied. They are located in the following regions:
- Greece: Attica, Central Greece, Central Macedonia, Epirus, Peloponnese, Thessaly, Western Macedonia and Western Greece
- France: Occitanie region (in the departments Aude and Hautes-Pyrenees))
- Italy: Lombardia, Emilia-Romagna and Toscana.
An amendment has been adopted on the Implementing Regulation 2020/1201 on containment of Xylella fastidiosa (EPPO A2 List). This is a consequence of surveys carried out in France showing that eradication of this pest was no longer possible in several demarcated areas. Commission Implementing Regulation (EU) 2025/2231 lists demarcated areas in the Οccitanie region where containment measures are applied. They are in the departments of Ariège, Aude, Haute-Garonne, Hérault, and Tarn.
