New additions to the EPPO A1 and A2 Lists


In September 2025, the EPPO Council approved the following changes made to the EPPO A1 and A2 Lists of pests recommended for regulation as quarantine pests.


Additions to the A1 List (pests absent from the EPPO region):

  • Xylotrechus pyrrhoderus (Coleoptera: Cerambycidae, grape borer beetle)
  • Resseliella citrifrugis (Diptera: Cecidomyiidae, citrus fruit midge)


Additions to the A2 List (pests locally present in the EPPO region):

  • Ceratocystis ficicola (causing wilt disease on fig trees)
  • Euphorbia davidii (Euphorbiaceae, toothed spurge) 


Transfer from the A1 to the A2 List:

  • Candidatus Phytoplasma ulmi’ (causing elm yellows)
  • Ripersiella hibisci (Hemiptera: Pseudococcidae, root mealybug)


For each individual pest, PRA documents and datasheets have been prepared (or are under development) and will be available in due course in the EPPO Global Database (https://gd.eppo.int) and the EPPO Platform on PRAs (https://pra.eppo.int/).
