Phytosanitary measures applied to material moving between the Portuguese mainland, Madeira and the Azores


By the decree of 15th May 1981, various measures are introduced for plant material moving between the Portuguese mainland, Madeira and the Azores. These may be summarized as follows (a fuller version will be included in the EPPO summaries of phytosanitary regulations in due course): i) plants and plant parts for propagation, and certain seeds, are subject to inspection when moving between any of the above; ii) all plant material so moving must be accompanied by phytosanitary certificate, with an additional declaration that the material is free from specified pests (Globodera rostochienis, Leptinotarsa decemlineata, Polychrosis botrana, Clysia ambiguella for imports to both Madeira and the Azores; in addition, Rhagoletis cerasi for imports to Madeira arid Quadraspidiotus perniciosus for imports to the Azores; Popillia japonica and Grapholitha molesta (for exports from the Azores to either of the other two); iii) import of potatoes to the islands from the mainland or any country with G, rostochiensis or L. decemlineata) is prohibited, as is import of grapes and cherries to Madeira from the mainland.

These measures are principally aimed at preventing the movement of specified A2 pests between these Portuguese territories. One of the named pests, Popillia japonica, is an A1 organism, so that these measures concern its exclusion from Europe; P. japonica is present on Terceira Island in the Azores, where intensive eradication measures are being applied in cooperation with the US Government, whose airforce uses the airport of the Island.
